Kenya’s Strategic Counter-Terrorism Gambit
September 29, 2025Liberty Values & Strategy Foundation Applauds Kenya’s Landmark Designation of the Muslim Brotherhood and Hizb-ut-Tahrir as Terrorist Organizations
For immediate release
Washington, D.C. – September 29, 2025 – The Liberty Values & Strategy Foundation (LVSF) commends the Government of Kenya’s decisive action to formally proscribe the Muslim Brotherhood and Hizb-ut-Tahrir under Legal Notice No. 157 of the Prevention of Terrorism Act, Cap. 59B. This historic step demonstrates Kenya’s unwavering commitment to safeguarding democratic institutions, promoting regional stability, and countering the ideological underpinnings of transnational extremist networks.
A Pioneering Counter-Extremism Measure
By placing these two Islamist movements in the same legal category as Al-Shabaab, Kenya has fortified its counter-terrorism posture with a forward-leaning, anticipatory framework. LVSF applauds Interior Cabinet Secretary Kipchumba Murkomen for leveraging the Prevention of Terrorism Act’s robust provisions to criminalize membership, financing, and propaganda activities, thereby equipping Kenyan law enforcement and the judiciary with critical tools to disrupt clandestine recruitment and financial channels.
Strengthening Regional Security and Democratic Resilience
Kenya’s leadership in outlawing the Muslim Brotherhood—formerly operating under the radar—sets a powerful precedent for East Africa. The Liberty Values & Strategy Foundation recognizes this initiative as an essential contribution to the broader regional security architecture. By curtailing the ideological incubators that fuel radicalization, Kenya reinforces its role as a stabilizing force along the volatile Kenya-Somalia border and within the Intergovernmental Authority on Development (IGAD) counter-violent extremism framework.
Aligning with Global Counter-Extremism Efforts
LVSF applauds Kenya’s alignment with international partners—from Egypt and the UAE to the United Kingdom and Austria—that have similarly recognized the existential threat posed by transnational Islamist ideologies. This convergence of legal standards enhances intelligence-sharing and cooperative enforcement against extremist entities that exploit open societies to recruit and radicalize.
A Call for Comprehensive Implementation
The Foundation urges Kenyan authorities to ensure rigorous, rights-respecting enforcement of the designation, including transparent judicial review mechanisms and safeguards for constitutional freedoms. LVSF further encourages investment in community engagement, economic empowerment, and educational initiatives to address the socioeconomic drivers of radicalization.
