The Necropolitics of State Capture: How Corruption Creates Deathworlds in Post-Apartheid South Africa
July 15, 2025Allegations of Corruption: South Africa’s Police in Crisis
For immediate release
July 15, 2025 – The LVS Foundation expresses its strong commitment to address the corruption and necropolitical governance South Africa as the country faces a new scandal at the highest levels of law enforcement. Accusations have surfaced alleging that the Minister of Police, Senzo Mchunu, and his deputy have interfered with police investigations and are entangled with organized crime—a claim made public by a senior regional police chief during a dramatic press briefing.
South Africa's Contradictory Global Role
In recent years, the South African government has sought to present itself as a steadfast defender of international law, most notably taking its grievances against Israel to the International Court of Justice in December 2023. Pretoria committed substantial financial resources to this case, staking its reputation as a leader in human rights and justice. However, this international advocacy stands in stark contrast to deepening domestic challenges, with persistent and escalating corruption at home undermining the very rule of law the government claims to champion.
Ethical Questions Over International Actions
Pretoria's pursuit of Israel at the ICJ has ignited fresh controversy. Shortly after the Hamas attacks of October 7, 2023, South Africa’s foreign minister made a high-profile visit to Iran—a key Hamas backer. Around the same time, unexplained funds appeared to resolve longstanding debts for the ruling African National Congress (ANC). The increase in government funding for its case against Israel in March 2025, shortly after meetings with Iranian diplomats, raised suspicions about the integrity and motives behind Pretoria’s foreign policy.
Explosive Evidence of Political Interference
The storm intensified after a regional police chief went public with claims that some politicians and law enforcement figures are under the influence of drug cartels and business interests. Minister Mchunu has firmly denied any wrongdoing, but the focus quickly shifted to his connections with businessman Vusimuzi Matlala, who has been linked to corrupt activity at South African ports, illegal weapons trafficking, and contraband smuggling.
Key Timeline of Events
- August 2021: A whistleblower exposed a $170 million fraud scheme tied to a hospital near Johannesburg, implicating Matlala. Weeks later, the whistleblower was murdered; six were convicted, though the mastermind remains at large.
- June 2024: Despite being under investigation, Matlala secured a $20 million contract with the South African Police Service (SAPS). The deal was marked by "severe irregularities," and Matlala received almost $3 million before SAPS recommended canceling the agreement.
- December 2024: Police raided Matlala’s property with a force of more than 100 officers.
- January 2025: WhatsApp messages revealed alleged coordination between Matlala and intermediaries to meet government ministers. Around this time, the Political Killings Task Team—established to investigate politically motivated murders—was abruptly disbanded.
- May 2025: SAPS formally terminated Matlala’s contract. Days later, Matlala was arrested for a failed assassination attempt against a former partner.
National and Global Fallout
The mounting allegations have sent shockwaves through the ANC and the broader government. The ruling party is demanding full accountability from Minister Mchunu, while parliament has launched a multi-committee inquiry. President Cyril Ramaphosa labeled the developments a significant threat to national security.
Ramaphosa himself is not without controversy, having chaired the board of the telecom giant MTN during a period when it faced bribery allegations relating to its operations in Iran.
International Repercussions
Worry about corruption in South Africa is not limited to its borders. The U.S. State Department’s 2023 Human Rights Report highlighted endemic graft within the country, and American officials confirmed that addressing corruption is a major part of bilateral relations. Relations between Pretoria and Washington have further soured due to South Africa’s increasingly antagonistic posture toward the United States, closer ties with Russia and China, and its approach to Israel.
A Crossroads for Reform
South Africa now faces a moment of reckoning. Widespread corruption, especially among police and government officials, threatens not only internal stability but also the country’s global reputation. With corruption becoming routine, rather than the exception, calls for reform are growing louder. The path forward demands decisive action to restore public trust and the integrity of national institutions.
