U.S. Special Operations Forces, operating alongside Puntland Counter‑Terrorism Forces, have mounted a major joint raid on Islamic State of Somalia Province (ISIS–Somalia/ISSP) positions in Baallade Valley, in what authorities describe as a decisive phase in the campaign to dismantle the group’s northern stronghold. The pre‑dawn operation on 25 November 2025 targeted a hardened cave complex in the Cal Miskaad mountains that Puntland officials have long identified as the core sanctuary for ISSP leaders, foreign fighters and logistics hubs.
According to Puntland security authorities, the assault combined air and ground elements in a tightly synchronised plan designed to dislodge militants from terrain that had resisted earlier, locally led offensives. Multiple helicopters inserted U.S. and Puntland units close to the HabarBajuuke/Habar‑Bakuuje cave system, while unmanned aircraft and fixed‑wing platforms provided surveillance and precision strikes against identified firing points and defensive positions overlooking Baallade Valley. Officials report that ISIS fighters mounted fierce resistance from fortified cave entrances and tunnel networks, triggering several hours of close‑quarters combat before the joint force secured key sectors of the complex by mid‑morning. Puntland security sources say the raid resulted in the killing or capture of multiple ISIS–Somalia militants, including individuals they describe as senior commanders and facilitators linked to regional and transnational networks. Weapons, communications equipment and documents were recovered on site and have been transferred for intelligence exploitation, with local officials expressing confidence that the material will support follow‑on operations. Detailed casualty figures have not yet been independently verified, and neither U.S. Africa Command (AFRICOM) nor Puntland authorities have released a full breakdown of militant and friendly losses, though there were no immediate reports of U.S. fatalities.
Cal Miskaad mountains form a natural barrier between the coast (where Puntland authority is strongest) and the interior, explaining why ISIS–Somalia chose this terrain as its primary sanctuary in northern Somalia. The Baallade Valley, positioned deep within this range, provided the group with defensible cave networks that resisted earlier Puntland-only operations, necessitating direct US special operations involvement. The Baallade Valley raid comes after a sustained series of strikes and ground moves aimed at compressing ISIS–Somalia’s space of manoeuvre in Puntland’s far north.
- Late October 2025 – Airstrikes in Cal Miskaad
U.S. airstrikes targeted ISIS–Somalia positions in the Al/Cal Miskaad mountains, hitting identified militant bases and infrastructure used to support operations in Puntland’s coastal corridor. Puntland officials framed these strikes as part of a phased plan to weaken ISSP ahead of more ambitious ground operations in remote valleys such as Baallade and Miiraale. - 23 October 2025 – Baallade Valley airstrike
Regional outlets reported a focused U.S. strike against ISIS–Somalia hideouts in Baallade Valley, described as damaging key shelters and logistical nodes in the same area later assaulted by ground forces. This action was presented locally as the opening move of a campaign to clear the valley and disrupt what Puntland authorities saw as a fallback hub for the group’s remaining cadre. - 24–25 November 2025 – Joint ground raid
In the early hours of 25 November, U.S. Special Operations Forces and Puntland Counter‑Terrorism Forces launched their joint assault on Baallade Valley and the surrounding Cal Miskaad range. Multiple helicopters inserted assault elements close to the HabarBajuuke/Habar‑Bakuuje cave network, with air cover and precision fires used to suppress entrenched ISIS positions as the joint force advanced. Heavy clashes were reported across the valley and adjacent ridgelines over several hours, after which Puntland authorities announced that key objectives had been secured. - 24–27 November 2025 – After‑action phase
In the days following the raid, Puntland security services and local media reported that surviving ISIS–Somalia elements had been “cornered” or “caged” in a shrinking pocket of the Cal Miskaad range as broader operations entered what officials characterised as their “final phase.” Statements from Puntland political leaders emphasised that Baallade formed part of a multi‑stage effort to restore state control over remote valleys and deny sanctuary to transnational jihadist networks.

This map above illustrates the three-phase operation:
- Late October 2025 – US airstrikes across the Cal Miskaad mountain range (shown with red arrows from above) to soften ISIS–Somalia defenses and infrastructure.
- 23 October 2025 – Focused US airstrike on Baallade Valley specifically targeting hideouts and logistics nodes to prepare the battlefield.
- 25 November 2025 – Joint ground raid with US Special Operations Forces and Puntland Counter–Terrorism Forces (shown with green helicopter insertion arrows) targeting the HabarBajuuke cave complex in Baallade Valley, with Puntland forces (blue arrows) providing ground support and securing surrounding terrain.
This shows how the operation progressed from air preparation to rapid ground insertion deep into ISIS–Somalia’s mountain sanctuary, with converging forces designed to prevent escape and consolidate the joint force’s control over this strategic region.
Puntland security institutions present the Baallade raid as a joint success story for local forces and international partners. In their briefings to Somali and regional media, officials stress that the operation directly targeted ISSP leadership and foreign fighters who had entrenched themselves in the cave complex after earlier setbacks elsewhere in Puntland. They argue that the combination of sustained, Puntland‑led ground pressure and selective U.S. intervention has now left the group with limited room to regroup in the Cal Miskaad mountains. On the U.S. side, recent AFRICOM communications confirm a series of strikes against ISIS–Somalia in 2025, describing them as part of a broader effort to degrade the group’s ability to plan and execute attacks against Somali, regional and international targets. While public releases typically emphasise air operations rather than ground deployments, they consistently frame U.S. activity as supporting Somali and Puntland partners through a mix of precision strikes, limited on‑the‑ground actions and security cooperation.
Puntland’s political leadership has used the Baallade operation to reinforce its message that robust local institutions, backed by targeted international assistance, can roll back jihadist groups even in difficult and neglected terrain. Analysts note that control of the Cal Miskaad range is strategically significant, both for the security of key coastal hubs such as Bosaso and for denying ISIS–Somalia a resilient sanctuary from which to sustain recruitment, taxation and external plotting. Officials in Garowe argue that consolidating gains after the raid will require not only continued security operations but also investment in governance and basic services in Puntland’s remote northern districts to prevent ISIS from re‑establishing a foothold.
